Spectrum Management Delivered to Panama and Uruguay Regulators

ATDI continues to successfully develop business in Latin America with national regulators. Since 1999 ATDI Inc, has continued to strengthen its positions on spectrum management, broadcasting and microwave radio systems and now has extended its presence with Latin American Spectrum Regulators like SUPERTEL, URSEC, SIGET and many more. ATDI’s recent successes include Uruguay and Panama:

                                      

 1. Autoridad Nacional de los Servicios Públicos (ASEP) de Panamá “National Authority of Public Services (ASEP) of Panamá”

In June of this year, ATDI delivered its RF spectrum engineering platform to ASEP of Panama. ASEP is the national regulator of public resources/services of Panama. Through the support of a regional distributor, ATDI was able to successfully deliver, install and configure its engineering solution, ICS telecom and ICS map server to the customer in less than a month. The delivery included a 10-day training session and custom prepared mapping data of the country of Panama. The training covered performing propagation and interference analysis for several radio technologies included the following:

  • Microwave
  • Analog and digital radio broadcast
  • Analog and digital television broadcast (DVB-T)
  • Multi-point

Gustavo Samaniego from the Subdivision of Wireless Networks under the Planning and Engineering Department of ASEP was in charge of coordinating the reception of ICS telecom and was:

2. Unidad de Servicios Públicos de Uruguay (URSEC) “Union of Communications Services of Uruguay”

In late 2010, ATDI was contracted to deliver a spectrum management system to the national communications regulator of Uruguay, URSEC. As an agency of the Uruguayan government working with its executive branch, URSEC is an organization responsible for providing technical validation, monitoring and control of the spectral resources of Uruguay. URSEC also has the responsibility to monitor, certify and control the importation of foreign electronic devices and the cargo on ships and planes coming into the country. With the collaboration of ATDI’s local distributor, CONATEL, S.A. of Uruguay, ATDI was able to successfully implement and deliver its spectrum management solution within a six month timeframe. The delivery process included providing the customer with an ITU-R SM.1370 compliant spectrum management specifically covering the following areas:

  •  Implementation of a central RDBMS in SQL Server 2008 R2 format.
  •  Data migration of the customer’s frequency assignment data from Excel spreadsheets into ICS manager’s relational database structure.
  •  Data migration of the customer’s type approval data for various electronic devices from Excel spreadsheets into ICS manager’s relational database structure.
  • Implementation of work flows and associated report templates for equipment type approval and importation authorization certificate generation.
  • Implementation of their billing formulas into a standalone fee calculator that the engineering department could use to validate the invoices being created by the customer’s billing department.

 

APCO Awards Contract to ATDI, Inc.

AFC - APCO's Spectrum Management Division Selects ATDI, Inc. to provide FCC Part 90 Compliant Radio Frequency Network Engineering Software Platform

MCLEAN, Va., Aug. 10, 2011 -- ATDI, Inc., a leading developer of RF planning tools, and AFC, APCO's Spectrum Management Division are pleased to announce that ATDI has won the contract to provide APCO AFC with a new RF Engineering software platform. ATDI has been contracted to provide a zero-footprint, Modified Off-the-Shelf software solution to support the 70 volunteer Local Advisors that work with AFC. The software platform will also assist APCO AFC staff in their frequency coordination analyses and communication with FCC. ATDI will be using its flagship Commercial Off-the-Shelf RF Network Planning tools ICS telecom and ICS map server as part of the customized delivery. The software delivery will include new features that will allow APCO AFC and their Local Advisors to be fully compliant with FCC Part 90 Narrowbanding requirements including implementation of Technical Systems Bulletin 88.C (TSB-88.C) from the Telecommunications Industry Association as well as Region 8 compliance.

Spectrum Management System Expansion into Latin America

1. National Spectral and Electrical Authority of El Salvador

In El Salvador, ATDI entered into a direct contract with the Superintendencia General de Electricidad y Telecomunicaciones (SIGET) who is the national spectral and electrical regulatory authority.  SIGET began its procurement of a spectrum management platform in 2004 with the acquisition of only ATDI’s spectral engineering module.  This module, known as ATDI’s ICS telecom, allowed SIGET to perform its spectral engineering tasks such as frequency assignment, coverage calculation, in-band and out-of-band interference mitigation and border coordination analysis over a 25 meter resolution terrain and clutter database for all known radio technologies (P2P, PMP, mobile, broadcast, maritime, aeronautical, etc.).  Following this initial delivery, in 2009 SIGET purchased ATDI’s complete spectrum management platform, including ICS manager, for handling the technical and administrative needs of a spectral authority with regards to interfacing with and managing a central relational frequency assignment and customer database.  In 2010, ATDI delivered ICS manager.  The delivery process included meeting the additional ITU-R SM.1370-1 requirements and the following major tasks:

  • Consolidation/migration and centralization of five (5) different relational databases into one (1) centralized RDBMS that can be modified via the ICS manager interface.

  •  Replacement of SIGET’s outdated billing management software for batch spectral fee calculations and payment reconciliation with customized work flows and report templates.

  • Synchronized integration between the new central frequency assignment database and SIGET’s existing SQL Server 2005 customer registry.

  • Implementation of new features for handling unique customers such as cable TV service providers, handling phone number assignments, managing the billing of electrical importers, and handling auctions of spectral resources.

2. Telecommunications Superintendent of Ecuadorian Governmentt

In Ecuador, ATDI’s customer, the Superintendencia de Telecomunicaciones (SUPERTEL) resumed activities with ATDI through a regional distributor after an initial delivery of its spectral engineering tool, ICS telecom, back in 1999.  As an agency of the Ecuadorian Government, SUPERTEL of Ecuador is responsible for validating the technical analyses of the national spectral regulators with regards to broadcast frequency assignments.  By collaborating with local representative Complementos-Electronicos and TES America Andina Ltda. from Colombia, ATDI maintained an active relationship with SUPERTEL into 2010. SUPERTEL recently acquired the rest of ATDI’s spectrum management platform not only to achieve ITU-R SM.1370-1 compliance, but also to integrate this system with their previous purchase of ICS telecom.  The delivery process included the following major tasks:In Ecuador, ATDI’s customer, the Superintendencia de Telecomunicaciones (SUPERTEL) resumed activities with ATDI through a regional distributor after an initial delivery of its spectral engineering tool, ICS telecom, back in 1999.  As an agency of the Ecuadorian Government, SUPERTEL of Ecuador is responsible for validating the technical analyses of the national spectral regulators with regards to broadcast frequency assignments.  By collaborating with local representative Complementos-Electronicos and TES America Andina Ltda. from Colombia, ATDI maintained an active relationship with SUPERTEL into 2010.   • Bidirectional synchronization between the new frequency assignment database of ATDI and the AIX Oracle based contract registry of SUPERTEL.

  • Implementation of the specific work flows for new frequency awards, network modifications and license renewals complete with customized report templates.

ATDI continues to build name recognition and customer satisfaction amongst spectral authorities in the Latin American region. As a result of successful deliveries to the spectral regulatory authorities in El Salvador and Ecuador, ATDI continues an upward growth in this new market. By providing various software tools from its product line coupled with engineering support, ATDI has quickly gained a strong presence with its customers and local representatives. Expansion is scheduled to continue all the way into 2012.

The newest ATDI office recently opened its doors in India. The new site will give ATDI a better opportunity for sales, implementation, and supporting customers in the region.

Advanced Topographic Development and Images Pvt. Ltd. in India (ATDI Pvt. Ltd.), will offer services similar to that of the other 8 locations, including software solutions for telecom engineering and administrative purposes, consultancy and engineering expertise in the field of RF planning and implementation, in addition to training services. The ATDI tools are being currently used in WiMAX Planning for one of the biggest service providers in India. ATDI Pvt. Ltd. has also appointed Mr. Chirag Dadia as the new managing partner, who started his career at ATDI Inc. while completing his master’s degree in George Washington University.

Solutions to Wind Turbine Interference Mitigation on RF Systems

Increasing growth in the deployment of wind farms has raised concerns surrounding potential interference issues on existing radio frequency (RF) based systems. Determining the acceptable performance levels of pre-existing RF surveillance and communications systems and consequently establishing various mitigation techniques to minimize or eliminate the adverse impacts caused by the wind turbines, is the ultimate solution to this issue.

Through working with actual cases of interference on incumbent RF systems due to wind turbines with various U.S. government customers, ATDI has had the unique opportunity to not only observe the causes of RF interference from wind turbine systems, but has been able to develop features into its RF network simulation software. ATDI’s software provides features for mitigating the interference that reflect new technologies and mitigation techniques currently being implemented by wind developers and those under consideration by the U.S. government. On the next page, enter your User Login and Password to gain access to the latest reference manuals and software releases.

If your maintenance contract has expired, please contact ATDI to get a quote for a maintenance extension or to request a User Login and Password in case you have renewed the maintenance but do not have access to ATDI’s Customer Portal.
